Taiwan to allow small brothels in law change

Taiwan’s government plans to allow sex workers to set up small businesses in the latest change to laws that had once forced the huge industry underground, the interior ministry said.

In a statement on its website, the ministry said it would consider brothels of three to five staff away from areas frequented by children. It will put plans to a Cabinet committee by the end of the year.

The ministry ruled out earlier proposals to set up red-light districts or allow larger businesses due to concerns among members of its committee set up to study the issue that such measures would turn the sex trade into a regular industry.

MILWAUKEE — Authorities on Monday charged a 49-year-old man suspected in the killings of as many as nine women over 21 years in Milwaukee, officials announced at an evening news conference.

Walter E. Ellis was charged Monday with two counts of first-degree intentional homicide in the deaths of Joyce Mims, 41, and Ouithreaun Stokes, 28, who were strangled a decade apart.

He was arrested around noon Saturday at a motel in Franklin Milwaukee Police Chief Edward A. Flynn said.

"This search was about shoe leather and science," Flynn said Monday evening.

Ellis’ DNA has been found on at least nine females killed between 1986 and 2007, according to the criminal complaint. That is two more than had been previously stated by authorities.

Police officials have said they think someone else killed one of those victims, Jessica Payne, a white 16-year-old runaway whose throat was slashed. The other victims, all prostitutes and African-American, were strangled.

Police said Monday that investigators matched Walter E. Ellis, 49, with DNA found on each of the bodies of the nine women killed from 1986 to 2007. Police used a search warrant Friday to obtain a DNA sample from Ellis' home. He was arrested Saturday in the Milwaukee suburb of Franklin.

"This case was solved with shoe leather and science," Police Chief Edward A. Flynn said at a news conference. "Continuing advances in DNA technology have enabled us to link these homicide cases, and it was good work pursuing numerous leads that led to the arrest of the suspect."

Flynn said the Milwaukee Police Department's Homicide Task Force Cold Case Unit poured through evidence that included more than 700 names contained in the nine homicide files, 15,000 sexual assault investigations spanning 23 years and 6,000 prostitution-related cases. They searched the state DNA databank of 125,000 people and a national databank of 6 million people.

Ellis has been charged with two counts of first-degree intentional homicide, said Milwaukee County District Attorney John Chisholm. More charges are expected.

Walter E. Ellis, 49, was taken into custody after a struggle at a motel on Saturday, said police Chief Edward Flynn. Ellis was charged with two counts of first-degree intentional homicide and more charges are expected, said Milwaukee County District Attorney John Chisholm.
Police said Ellis' DNA was found on the bodies of nine women who were killed between 1986 and 2007 on the city's north side.
Investigators believe eight of the women were prostitutes and one was a runaway. They ranged in age from 16 to 41
